Cumberland Council has set itself a Cumberland Plan and would like to see health and wellbeing at the centre of everything, town councillors heard.
Darren Crossley, the council's director of Place, Sustainable Growth and Transport, attended Cockermouth Town Council's meeting last Wednesday.
He spoke about the new council's aims, including improving services and trying to develop, stimulate and support economies.
"We are keen to make sure everything is focused towards Net Zero," said Darren.
He said they wanted to hear the concerns and opportunities people might see around town.
"We are willing, ready and able to come and work with you as a town council," he said.
Darren said they were in the process of starting to produce a new local plan for Cockermouth.
Cllr Marion Bowman said: "Normally local plans take two to three years, have you started it?"
Darren said: "We have four years within which to produce the plan by central government."
Cllr Bowman asked when the first round of public consultations would be held.
"Not before this time next year," said Darren.
He was also asked when a traffic review would be done - as council leader Mark Fryer had stated at the previous meeting.
"There will be a timetable," said Darren.
